Politics of the German Republic
On March 1st, 2007, the FDP-fraction of the German Parliament treated the proposal regarding a nationwide regulation for exemptions on a vehicle ban in environmental zones for historic vehicles with H- and 07-labelling, and referred it to the competent Commission for Environment and Transport. At the time, discussions have been taken place about this issue. Independent from this, the CDU/CSU-fraction of the German Parliament is preparing a more extensive proposal in this matter, which will be discussed this month in the German Parliament. According to the personal impression of a number of Representatives, the odds for a nationwide regulation are positive.
Politics of the Federal States
In Nordrhein-Westfalen, it has been agreed, throughout discussions with the Ministers of Construction and Transport, with the Minister of the Interior and the Minister for the Environment, that in this German State historic vehicles with H- and 07-labelling are exempted from vehicle bans in environmental zones, even without a nationwide regulation.
The State of Bremen had already guaranteed this to DEUVET in May 2006.
Specific solutions have been agreed upon in the following major cities : Augsburg, Munich and Stuttgart. Recently, a regulation coupled with a 1000 km per year permission has been agreed upon. Because of the air quality in the area (wind), the maximum levels have not been reached.
