Press release from Dirk Sterckx, MEP for Belgium

In December of last year the European Commission launched a proposition to promote the use of Intelligent Transport Systems (ITS). These systems use the latest developments in information and communication technology to avoid traffic jams and improve road safety. Examples of ITS can be found in electronic toll systems or in GPS applications. This proposition would allow for the existing national systems to be more harmonised and it would promote the usage of ITS in different applications. In the original proposal historical vehicles were forgotten, and their owners would have been obliged to have built in intelligent transport systems.

When these systems would be enforced in classic cars this would lead to high costs for the owners and could impose technical difficulties, especially considering the age of some of these cars. My colleague from the liberal fraction has therefore amended this draft directive to ask for an exception for this type of cars. I have strongly supported this amendment. It would be almost impossible to implement ITS in those vehicles, this would lead to high costs for the owners and minimal gains for the environment because of the short distances these type of vehicles do. In the amendment classic cars defined as vehicles which are operated mainly for their historical interest and were originally registered and/or type-approved and/or put into service before the entry into force of this Directive and of its implementing measures.

On the 22th of April 2009 the amended draft directive was approved by the European Parliament with 529 yes voters against 42 no's.
